Siendo el primer Decano Nacional del CIP, el Ing. Aurelio Miranda, que se aboc\u00f3 a dos tareas fundamentales: el C\u00f3digo de \u00c9tica y la regularizaci\u00f3n de la situaci\u00f3n de los Colegas que hab\u00edan concluido sus estudios, al convenir con las Universidades Agraria de La Molina y la de Ingenier\u00eda, en las facilidades para obtener los T\u00edtulos de Ingenieros.<\/p>\n\n<p style=\"text-align: justify\">El Colegio de Ingenieros del Per\u00fa, en su primera etapa ten\u00eda como organizaci\u00f3n b\u00e1sica a los Cap\u00edtulos de las Especialidades con un centralismo fundamental y las Filiales Departamentales que casi no ten\u00edan autonom\u00eda.<\/p>\n\n<p style=\"text-align: justify\">Sin embargo, en 1986 la directiva que presid\u00eda el ingeniero Gonzalo Garc\u00eda N\u00fa\u00f1ez ante las diferentes modificaciones que ten\u00eda el estatuto, consider\u00f3 necesario elaborar un nuevo estatuto acorde a la modernidad de ese entonces y gestion\u00f3 una nueva ley para el Colegio de Ingenieros del Per\u00fa, que permita la descentralizaci\u00f3n y autonom\u00eda de los Consejos Departamentales.
